The Traveling Merchant is a now-missing Miras NPC that once appeared when the moon in a map had disappeared. When it happened, a Traveling Merchant would spawn and a message would pop up:

They could sell various survival-related items, tools, blocks, armor, or plants, or buy items from the player in exchange for Stars, and would despawn after roughly 2-3 in-game days. If the player didn't like what the merchant was offering, they could refresh the list to bring a new set of offers. The cost of a refresh depended on the amount of items bought from the current offer list, ranging from 1-5 Stars. This merchant no longer spawns since circa The Secret of Desert update, but can still be found on maps that have one, until they despawn. They will still spawn on older versions.
